I've lived in many rapidly growing cities like Virginia Beach, Charlotte, and Nashville. And while traffic worsens as a city grows, I've never understood why they don't try to expand the roads. If the city planners added a center turn lane to most 2-lane or 4-lane streets, it would make a huge difference and improve traffic flow...
